Empty-state CTAs convert to sponsorship

When you visit a (discipline, jurisdiction) combo without canonical content, the showcase route renders the body-stakeholder 'Sponsor this jurisdiction' CTA. The mailto opens a scoped enquiry — RPF replies with what's needed to publish the canonical chain for that combo.
