Practice Principal, small architectural practice

Leads the practice's decisions on pursuing public-sector work and on the capability, tools and fees needed to deliver it under the BIM Mandate

Practice Principal: building a small practice's capability to win public BIM work

IncompleteDRAFT – working copy; not for client issue.

The scenario

The Practice Principal leads a small architectural practice of 4 to 20 staff with limited experience of public-sector procurement and of delivering s. Its first target is a tender to lead the design team, including a building services engineering consultancy, for a €14 million extension and refurbishment of a post-primary school for an Education and Training Board. Under the CWMF the practice would be the lead appointed party, and the tender asks whether it will also take on the information management role. Within 12 months the principal needs to build proportionate capability: a costed plan, a compliant pre-appointment , a clear decision on that role, and a public project won and delivered.

What success looks like

You can win and deliver public-sector projects with BIM requirements, starting with the ETB school tender, by building proportionate capability in training, tools and processes. You can lead the design team as lead appointed party, with a compliant pre-appointment and a clear decision on the information role.

Tool · XLSX

Evaluate whether public project tenders trigger the mandatory Irish BIM requirements under the CWMF timeline.

Directly supports the Practice Principal at the initial qualification stage to determine whether the €14m school tender is subject to mandatory public BIM requirements.

This roadmap sets out a clear, practical approach for organisations to adopt and implement Information Management and Building Information Modelling (BIM) in line with ISO 19650 and the Capital Works Management Framework (CWMF). It provides a phased pathway from early capability to advanced capability, showing how organisations can progressively build skills, processes, and digital workflows while meeting the requirements of the Irish BIM mandate. The roadmap aligns organisational change with project-level delivery, emphasising the foundations of people, process, and technology, and the importance of collaboration, governance, and continuous improvement. Overall, it supports organisations in moving from basic information management to fully integrated, data-driven delivery that delivers long-term value across the asset lifecycle.
