How the scenario unfolds
8 stagesAs a newly appointed Principal Information Manager (BIM), define the initial scope and context for establishing the organisation's information management approach for public works projects valued between €1 million and €10 million. This stage sets the foundation for ensuring that project information is specified, produced, reviewed and delivered in accordance with the local authority’s information standard and CWMF requirements.
Evaluate the local authority's existing information management practices, tools, and personnel to identify gaps against desired standards and CWMF requirements. This assessment informs the development of the organisation's new information management approach.
Establish the overarching information management framework for the local authority, including defining project information standards and developing acceptance criteria for information delivery. This framework will ensure project information is specified, produced, reviewed, and delivered consistently.
Incorporate relevant Capital Works Management Framework (CWMF) requirements into the defined information management framework, ensuring alignment with national guidelines for public works projects. This integration is crucial for compliance and effective project delivery.
Create standardised Exchange Information Requirements (EIR) document templates for use across projects valued between €1 million and €10 million, based on the defined information management framework and CWMF requirements. These templates will serve as a basis for specifying information needs to appointed parties.
Apply the new information management approach, including using the developed EIR templates and acceptance criteria, on a selected pilot project. This allows for testing the approach in a live environment, ensuring that project information is specified, produced, reviewed and delivered in accordance with the local authority’s information standard.
Assess compliance of information deliverables from the pilot project with the newly established standards and CWMF requirements, using the defined acceptance criteria. This includes reviewing information management function responses from appointed parties.
Based on lessons learned from the pilot project and review of information deliverables, refine the organisation's information management approach, standards, and EIR templates. Formalise the approach for wider adoption across the local authority's portfolio of public works projects, ensuring ongoing effectiveness and compliance.
